Serial Programming-really beginner's ?

Hi Folks, I need some advice. I know basic C++. I want to write a program that will work through one or several serial ports. How do I best approach this for maximum usability across window's editions. Do I go at it through Win32 or learn C# or can I somehow use visual C++? Any hints on the best way to go would be great. I don't want to learn Win32 only to find out that it no longer applies to Vista (or the like). Thanks for everyone's advice.
