The forum title say: "Need a programmer or designer to work for you? Post the details here. This is not restricted to any domain."
I did. Also checked the post guidlines and did not find a rule about promoting my project is forbidden. Explain your decision.

Any details about what programmer you need is not explained here. Refer Looking to Hire guidelines

You should post what you are looking for in a very clear manner providing a complete and good title so that it attracts more developers to see and respond to you.

I post my advert in dozens of forums and will not take the time and effort to update them, manage them one by one. Also no other administrator complained about this, except you. That webpage is always up to date, contains every detail a candidate may be interested of and is a single click. If you can't understand nor accept this, then something may be wrong with you.

The title provides every info it should. The URL provides every detail it should. Both in a clear manner. Still don't see the problem.
And a final thought: Before you may act unmature and unprofessional about this response, your title as administrator does not count in this conversation only the fact if you are right or not about the subject, so if you have hard feelings becouse I tell you the truth and face you with the correct facts, take some time befor responding or taking other actions. So before acting or replying, read the above written again if necessary, think about the situation and after you've understood it, you will see I am right.

Which does mean you have a single requirement for all your hiring needs but the forum is about posting specific requirements.

Thats spamming

It depends on how you allow the self promotion and can vary from forum to forum.

We both may be right depending on the view we have.

Wrong. Check the URL and you will see that I have given details for each position. Check before making a decision or talking about something you don't even have information of.

Wrong. It is advertisement on multiple sites. Spamming is for example posting the same message on a lot (or at least some) of the threads IN THE SAME FORUM. Posting the same advertisement on multiple forums (websites) which all are related to the subject is not even close to spamming. You should rethink the ways of your thinking and making decisions.

That's true but I've provided the details so you may see that in this case I am right based on your rules, not just based on my point of view.
The rules that apply: (If there are any more you should make them visible.)
1. You should post what you are looking for in a very clear manner providing a complete and good title so that it attracts more developers to see and respond to you.
Clear manner: Checked.
Complete and good title: Checked.
Fulfilled completely.
No mention about some so called "self-promotion" (and you haven't even described or posted the URL of the rule to see).
That webpage where my link points is the recruiting page, it is not a common link (domain) to my website in general (or it's main page), it is a specific, well detailed, always updated and up to date, user friendly, easy to access document that provides every information about the project, it's subject, the payment method, requirements and everything else, and always shows the current state of every displayed information even if they have changed lateley; which means if someone checks the page will see actual and correct information and also if someone later may re-check the site, will see the actual (up to date) information.
If you dont have any other (or better) reason for this nor have better explanation then you've already provided then this discussion is over as I see no need to continue a discussion that leads nowhere.

Agreed based on the point that we don't have anything related to self promotion well explained. Will add that.

Update: We have made some progress (concept art / sound design) but still seeking active programmers, especially with Torque Game Engine Advanced license/experience.
